The Nittany Lions (9-0, 5-0 Big Ten) hadn't won at Ohio State (7-2, 4-1) since a 19-0 decision in 1978, and had lost the next seven at the venue. But the win, Penn State's first over the Buckeyes since 2005, keeps the program's national title hopes alive.
Clark threw for 121 yards on 12-of-20 passing, but was replaced by Devlin in the fourth quarter after getting hit in the head on a tackle. Devlin did not attempt a pass, and left the rest up to the Lions' running game.
"I think Pat is a heck of a quarterback and we have two or maybe three guys I think are good," Penn State coach Joe Paterno said. "He had a lot of confidence and did everything you wanted him to do at the end of the game."
Evan Royster ran for 77 yards on 19 attempts for Penn State, which got a pair of field goals out of Kevin Kelly and played nearly flawless football. The Nittany Lions didn't commit a turnover and were not penalized.
Terrelle Pryor threw for 226 yards on 16-of-25 passing for the Buckeyes, but had a fumble and interception, both of which were costly in Ohio State's loss. Chris "Beanie" Wells was limited to 55 yards on 22 rushes, while Dane Sanzenbacher caught six passes for 82 yards.
Aaron Pettrey made a pair of field goals for the Buckeyes.
"That was a hard-fought football game," Jim Tressel, Ohio State head football coach, said. "I was proud of the way our kids played. It was the slimmest of margins and I tip my cap to Penn State. They played extremely hard and didn't make mistakes. They came away with a hard-fought win."
Pryor's fumble, forced by Mark Rubin, bounced around the field and numerous players tried to grab it. Eventually, PSU linebacker Navorro Bowman landed on the ball, giving Penn State the ball at the Ohio State 38 with 10:38 left.
The Nittany Lions ran the ball down to the goal line, where Devlin's first QB sneak was unsuccessful. His second attempt, on third down, got the ball over the line, giving Penn State a 10-6 lead with 6:20 left in the game.
"Mentally, this is what we practiced every day," Devlin said. "Surprisingly, I didn't have butterflies. I was confident in our offensive line. This is what you prepare for, you don't remember the fear."
OSU was forced to punt on the next drive, and Penn State ran the clock and went down the field before Kelly's 35-yard field goal put the school ahead by a touchdown with 1:07 left.
The Buckeyes marched down the field, without a timeout, but Pryor's heave to the end zone was intercepted by Lydell Sargeant, sealing the Penn State win.
"Right now, he feels the loss is on his shoulders, but he knows he played a great game," Ohio State receiver Brian Robiskie said of Pryor. "It is up to us seniors to build him back up."
Despite the outcome, the teams put up nearly the same amount of yards -- Penn State had 281 to OSU's 287. The Nittany Lions held the ball for 31:26 compared to 28:34 for the Buckeyes.
The first quarter saw nothing but punts, as neither team could get deep enough in the other squad's territory to attempt a field goal.
The teams continued trading punts in the second quarter until Penn State advanced to the OSU 13, where Kelly booted through a 31-yarder with 1:33 remaining.
Ohio State, though, also managed a field goal. Pryor completed a 33-yard pass to Robiskie to the PSU 26, then spiked the ball with 18 seconds left. A short pass and timeout later, Pettrey drilled a 41-yard field goal and the teams went into halftime tied at 3-3.
The Nittany Lions punted on the first possession of the third quarter, leading to a long Ohio State drive. The Buckeyes took the ball on their own nine-yard line, and went 72 yards in 13 plays. Pryor's 20-yard pass to Brandon Saine highlighted the series, and he later had a 17-yard connection with Robiskie. Wells ran three times to set up a 36-yard field goal with 3:19 remaining in the third.
Penn State got down to the OSU 28 to open the fourth quarter, but Kelly was unsuccessful on a 45-yard attempt, leaving the Lions trailing by three.
Ohio State took over and reached midfield before Pryor fumbled.

The all-time series between the teams is tied, 12-12...Ohio State fell to 32-11 against ranked teams under coach Tressel...Pryor was dealt his first loss as a starting quarterback (5-1)...The higher-ranked team has won 17 of the past 18 meetings...The home team has won 12 of the last 16 meetings since 1993...Penn State had never beaten Ohio State at the Horseshoe since joining the Big Ten.
