The Bruins stretched their lead to 17-13 in the fourth on Justin Medlock's 29- yard field goal with 7:19 remaining.
The Fighting Irish then punted on their next possession and after a UCLA punt, Quinn was halted on 4th-and-1 to turn the ball over with just under 2 1/2 minutes to go. The Bruins didn't get a first down, but ran the clock down to 1:21 before taking a delay of game penalty and then punting.
However, a holding penalty on the Irish allowed the Bruins to kick again and run more time off the clock.
Quinn and the Irish offense took over with 1:02 to go and no timeouts and the Notre Dame QB quickly hit Samardzija for a 21-yard gain to the Irish 41 before getting out of bounds.
Then after a 14-yard completion to David Grimes, Quinn hit Samardzija along the right side and the wide out broke past two defenders for a go-ahead 45- yard score.
"A lot of things had to go right at the end of the game for us to win that game, but I know as the offensive play caller, they (the Bruins) took it to us pretty good with their defense and we were fortunate to make a few plays at the end of the game," said Fighting Irish head coach Charlie Weis.
Quinn finished 27-of-45 passing for 304 yards for Notre Dame (6-1), who have won four straight and are off to their best start since 1998 when the school opened the season with eight straight wins. Samardzija ended with eight catches for 118 yards while Grimes also caught eight balls for 79 yards.
Quinn's comeback highlighted a big day for the senior, who with 30 passing yards became the 32nd player in Division IA history to eclipse 10,000 career passing yards.
Patrick Cowan threw for 217 yards on 16-of-32 passing with two TD passes and an interception for UCLA (4-3), which has lost two straight. Marcus Everett hauled in six passes for 102 yards with a score.
"Unfortunately for us, we had a chance to win it, we were there all the way to the final minute and didn't find a way to finish, that's what it comes down to," UCLA head coach Karl Dorrell said.
The Irish broke the scoring with 4:04 left in the first. On 3rd-and-1 at the Bruin 35-yard line, the UCLA defense stuffed running back Darius Walker for no gain. Notre Dame kept its offense on the field, however, and Quinn found Carlson for a 26-yard gain to move the chains.
Now with momentum, Walker ran for seven yards to the two-yard line and two plays later, Quinn rolled out on a play action and found Samardzija in the back of the end zone for a 7-0 Notre Dame lead.
UCLA later responded with a 10-play, 87-yard drive to tie the game at 7-7. Early in the second, Cowan avoided the Notre Dame pass rush and found Everett across the middle. Everett then used a block and broke away from the pack to complete the 54-yard scoring play 1:18 into the frame.
After the school's traded punts, the Bruins went up 14-7 on the effort of William Snead. The Bruins took over in good field position after Irish punter Geoffrey Price managed just a 22-yard punt to his own 39. Then on third down, Cowan hit Snead over the middle and Snead powered through two Notre Dame defenders en route to a 36-yard touchdown reception with 7:18 left until the half.
The Irish cut it to 14-10 before the half with a 19-play, 77-yard sequence. Twice Notre Dame faced short fourth-down situations, but Quinn moved the chains each time himself and Carl Gioia kicked a 20-yard field goal as time expired on fourth-and-goal.
"I felt that the offense came out lethargic," said Weis. "I didn't think the defense did."
A Cowan fumble in the third gave Notre Dame the ball at the UCLA 28, but the Irish offense stalled and Gioia missed right on a 48-yard try.
After a UCLA punt, the Irish drove to the Bruin 15-yard line but again had to settle for a field goal.
After a holding penalty put the Irish in a 3rd-and-23 situation, Quinn hit Grimes for a 17-yard gain before moving the chains after a 10-yard pass to Walker. Now at the five, Walker lost a yard, Quinn was sacked and after an incomplete pass, Gioia booted a 33-yard field goal with 1:50 left to make it 14-13.
Game Notes
This was the third ever meeting between the two schools with the Irish winning all three. The two team's previous two meetings took place in 1963 and 1964...The Irish were coming off the bye and play against Navy in Baltimore next week...Walker ended with 53 yards rushing and 22 yards receiving...Carlson made four catches for 57 yards.
