Backup quarterback Gerald Kemp also was arrested.
The Missoulian newspaper reported Missoula Police Sgt. Collin Rose said Johnson and Kemp, both 21, were tased when they scuffled with police officers.
The incident occurred after the football team returned from a win at Northern Arizona University on Saturday.
Montana director of athletics Jim O'Day said in a university statement, "We are continuing our investigation into the allegations, and will let the judicial system run its course. Any disciplining will be handled internally through our student-athlete code of conduct.
"The matter remains under investigation by the Missoula City Police Department. The University of Montana will have no further comment until after the investigation concludes, and the matter has gone through the court system."
The Missoulian reported the incident occurred around 2:40 a.m., when officers were called to the 1100 block of North Russell Street over a noise complaint regarding a party of about 30 people.
One of the football players allegedly struck an officer in the chest with an open hand and was arrested, while the other player was arrested for trying to prevent police from arresting his teammate.
They were taken to Missoula County jail.
Johnson is an NFL prospect who is a two-time nominee for the Buck Buchanan Award (sponsored by Fathead.com), which honors the FCS defensive player of the year.
